2010-2011 Chapter Financial Manager of the Year

Connie Hill, CGFM - Connie has been an Idaho public servant for more than 35 years and became a Certified Government Financial Manager in June 1996. Connie's accounting knowledge combined with her extensive experience with the State's accounting system is invaluable to the various state agencies. Daily, Connie works on the State's most challenging analysis and accounting questions and is always pleasant and professional. Her work is thoroughly researched, documented, and reliable.

A large part of Connie's work with the Systems Bureau of the State Controller's Office is to streamline processes for the end users of STARS and other statewide online applications. She led the development of agency IBIS reports for reporting the American Recovery and Reinvestment Act monies received from the federal government. Connie monitored the requirements as they were rapidly being developed to ensure agencies could meet all reporting requirements of obtain additional money during a fiscal crisis. She answered countless agency questions about reporting and citizens questions concerning transparency. Connie is responsible for answering public information questions about the state's revenues and expenditures. She strives to provide complete and courteous answers to the Legislators and citizens of Idaho.

 

2010-2011 Chapter Service Award

Carol Bearce, CGFM - Carol is an active member of the Idaho Centennial Chapter of AGA. She graduated from Boise State University with a Bachelors of Business Administration degree and became a Certified Government Financial Manager in January 2007.

Carol has a history of volunteering for AGA activities since 2004. She has consistently participated in the St. Alphonsus Festival of Trees event, the school supplies project, Rake-Up Boise, the Ronald McDonald pull-tabs, and the recent Idaho Public Television fund raiser. Carol's donated quilts are very popular at the professional development conference raffles. Carol actively volunteers for the Interfaith Sanctuary, Adopt-A-Greenbelt, Multiple Sclerosis, Boise State Radio, as the Treasurer for her Church, and as a Capitol Tour Guide. These are only the ones we know about, since Carol is quite modest. Carol never waits to be asked, if she sees a need, she tries to fill it.

Carol has served as Treasurer and Public Relations Chairman of the Idaho Centennial Chapter. Recently, Carol accepted the Rocky Mountain Regional Certification Coordinator position, where she will take her active support of the CGFM certification to a higher level.
